Public Safety Blue Book released to see what your city safe value is?

September 11, by the Chinese Academy of Social Sciences Urban Development and Environment Institute, China Boshihoute Chinese research station, the people of Shenzhen PETN Risk Management Institute and the Social Science Documentation Publishing House jointly organized the "Public Safety Blue Book: China Urban Public Safety The development report ( 2016-2017 ) was held in Beijing. This is the first report on urban public safety development in China. The report classifies China's urban public safety issues into four major areas: social security, accident and disaster, natural disaster, and public health, and combines theoretical and empirical research respectively.

The report pointed out that the current urban public safety in China has the problems of inadequate social security prevention and control systems, weak accident and disaster prevention capabilities, ability to prevent and mitigate disasters, and need to improve the public health situation.

Four major issues

Due to the relatively weak public safety infrastructure in the city, the prevention and control system of public security is not perfect, the public lacks awareness of public safety, and participation is insufficient. The mechanism of urban emergency management system is not perfect, and the emergency capability needs to be further improved.

The vulnerability of public facilities in cities has increased, equipment aging or standards are not high, and hidden dangers have continued. Urban road traffic accidents continue, and the vulnerability of transport routes is highlighted. There are many hidden safety risks in construction projects in cities. Urban firefighting resources are insufficient, and emergency rescue capability needs to be improved. The management of public places in cities is weak. Urban accident disaster prevention faces many challenges.

The ability of urban infrastructure to prevent and mitigate disasters is weak, and the ability of urban natural disasters to be fortified needs to be strengthened. The ability of cities to respond to sudden natural disasters is lacking, and governments and people have weak awareness of disaster prevention and reduction. Urban disaster prevention and reduction capabilities need to be improved.

The epidemic prevention and control of urban epidemics has been increasingly difficult, food and drug safety problems have not been effectively resolved, and urban public health emergency response capacity needs to be improved. Public participation in urban public health management is not high, and the public health situation remains severe.

Four strategies

Improve the government-centric urban public security governance mechanism

Improve the relevant laws and regulations system so that public safety management can be followed and regulations can be followed; the government plays a central role in improving the organization of public safety supervision organizations; put more resources on risk prevention to prevent problems; explore comprehensive risk management system Construction.

Construct a coordination mechanism of government, social organization and participation of all citizens

With the government as the core, unified leadership and comprehensive coordination of relevant social organizations should be strengthened, and support efforts should be intensified. Actively promote the building of professional teams for prevention and rescue, and give full play to the role of traditional media and new media in propagating education.

Building a New Model of "Internet + Public Security"

Incorporate urban public safety management informatization into the overall planning of smart city construction, and fully utilize new technologies such as Internet of Things, Internet, big data, and cloud computing to improve the digital, network, and intelligence levels of urban public safety, and build an information-based comprehensive platform .

Further improve public security insurance protection system

Social insurance is one of the most important rehabilitation forces for public security incidents. It is a social safety net and shock absorber. The establishment of a strong and sound social security system is a back-up and backing for public safety management, which can effectively reduce public safety risks in the city.

Judging from the rankings, the social security situation in eastern China is obviously better than in other regions. In addition, the four largest cities in the “North, Shanghai, Guangzhou, and Shenzhen” rank among the top 10 , and their social security conditions are relatively good.
