The current network and information security issues have become major issues concerning national economic security, political security, national defense security, and cultural security. Countries around the world have successively formulated and substantially adjusted their cyber security strategies and established specialized agencies to increase personnel and funds at the same time. Investment to maintain the security and benefits of its cyberspace. With the rapid development and integration of information and communication networks, various new technologies, new services, and new terminals emerge in an endless stream. At the same time, the security problems of network system terminals have also become increasingly prominent. Regarding how to do a good job in network and information security, Zhai Guohua put forward the following requirements:

First, enhance the sense of responsibility, urgency, and mission of network and information security, strengthen network and information security management, implement the scientific and harmonious development concept of the telecommunications industry security, actively adapt to international and domestic situations, economic and social development, and new information and communication networks. Change and new requirements.

We must fully understand the basic and strategic role of network and information security in economic and social development, and give play to the advantages of the telecommunications industry in terms of technology, networks, human resources, and resources. Efforts should be made to explore a network and information security management road that is in line with China’s national conditions. We must conscientiously implement the scientific concept of development, properly handle the relationship between security and development, vigorously develop the domestic security industry and emerging information service industries, and increase major independent innovation projects in the field of telecommunications. The support will reduce the dependence of key infrastructure on foreign technology and products and services, and ensure safety in development.

Second, we will actively implement mechanisms for the management of communication network security protection and basic telecom companies' information security responsibility management measures, intensify efforts and take effective measures to further promote the construction of network and information security protection systems.

We must pay close attention to the weak links in the current information security work, focus on value-added enterprise network information security responsibility, and comprehensively improve the level of network and information security protection. At the same time, it is necessary to fully understand the important role of technological means in the work of network information security, and encourage and guide the security companies of telecommunication companies to increase the research and development of network information security technologies and products, especially to strengthen the next-generation mobile communications network, the next-generation Internet, Research on the information security risks brought about by new technologies and business applications such as triple play, cloud computing, and internet of things, and exploring ways to strengthen the management of network information security from the source and building a secure, green and harmonious network environment.

Fourth, we must conscientiously do a good job in the preparation and implementation of the 12th Five-Year Plan for Network and Information Security.
