Russian Foreign Minister Lavrov proposed on the 9th to place Syrian chemical weapons equipment under world supervision to prevent the US from exerting military attacks on Syria. The proposal was quickly supported by the Syrian government and many countries. Lavrov and US Secretary of State Kerry opened negotiations on the specific issues of implementing the Russian proposal in Geneva, Switzerland on the 12th and 13th.
